I don’t think it is either of those two. Both of them would be too obvious. I’d bet it’s one of the leaders/vice-leaders that doesn’t stay at HQ.
I think one-eyed lady had something happen to her to lead her down the unorthodox route, but the alliance leader helped her out a lot so she has solid respect for him.
The other guy is just a stubborn a-hole but is still keeping the interests of the people in the murim and at the alliance in mind.
Just my guesses from this chapter alone and how the writing typically goes in these murim stories. Could be totally wrong.
