Probably Shanks Twin? Like they are covering his scar face.

Anyone else notice they are covering the eye with the scars? What if this is someone taking on the form of shanks or just he has a twin.
Man, the closer we get to Shank’s being an evil operative the more exited I get. Giants are one of the last standing nations, free of the world government. Their king either a traitor or a fool. Loki found out and killed him (a true agent of chaos but one that can bring good). Shanks being placed there to control and spy on them seems pretty likely. “Lessons of “morality” to weaken the race over time” while encouraging them to open themselves up to the world and this the world government.
