using the advatage of crossbows and height along with the strong walls they just need to reduce the orc numbers consistently. just as orcs gain strength in numbers they can lose that strength as those numbers decrease.

good idea scary dragon, but sadly you have to kill the orc to eat the orc.

Think about it this way if they city falls and the orc food (humans) runs out the orc will have to move in to the next city meaning every one will die eventually. So logically speaking if the humans were to attack the orcs while they are focused on that city it is a assured victory
