So the explanation that the murim can’t unite against the administrator is the army, more importantly, the cavalry… So what? No, seriously, so what?
The murim has horses. Even light horses vs heavy horses would reduce most of those weaknesses and would take care of the “not used being attacked from above” (Really? With people walking on tree tops?)
Anyway, not as if you couldn’t deal with them the way good ol’ armies already can:
-Two handed swords (and they wouldn’t have issue swinging those) to cut the horses legs.
-Vast numbers (we saw the murim armies, they could literally swarm them)
-Any spear or such weapons
-Body size shields
-Trenches and holes
-Fire
-Range weapons
-Poison
-etc.
I get they’re trying to justify the story beat of government being scary to murim because order, mindset, etc., but, let’s be honest, a single tank can pretty much destroy any cavalry unit throughout history and most decent members of the murim we’ve seen so far have similar level of power + way more maneuvering and speed.

I get that the masters don’t necessarily have tough skin, but even then they should have ranged qi attacks and blasts that they should be able to use to kill huge groups. Also normal soldiers being able to block a masters moves feels kinda inconsistent in terms of power levels. Masters could destroy trees in a certain radius around themselves, no way u could block it as a “normal person”.
