i think the question was from a chapter called sets. i think in this case we use the formula of union of sets , i.e. n(aUb) = n(a) + n(b) -n(a∏b ), so no. of roots of p = 7 and roots of q = 9
therefore 7+9 – n(a∏b) = 16- n(a∏b )
since we need maximum value, n(a∏b )= 0 , i.e. the sets do not have any common roots or disjoint sets
thus value of n(b) is 16
