Really, the ranger guy is pretty much a hypocrite for what he is saying. He is ready to sacrifice himself for the connections he have yet he is also ready to sacrifice Hibiki who is an aspiring ranger for the “greater good”, killing a footsoldier that barely matter to the wellbeing of the public. All he actually want is for his superior to praise him, which in itself is a selfish want of his and not with an intent for other people. This is even worse when you realize this guy knew what is going on with the ranger slaving away to invaders.
