The reality is that the Spartans were allowed to continue their traditions by the Roman Empire but they had already been devastated by previous wars. The Spartiate (warrior) class was always a minor slice of the population (mainly slaves, followed by free-non Spartiate citizens). The right to become a Spartiate was only allowed to full-blooded descendents, so each war, win or lose, would cause their future military might to shrink as bloodlines were killed off. During Lu Bu’s time Sparta was mainly a tourist attraction for Romans, who did still respect them as elite warriors.
