If she was just going to let Noya kill them all, then it was completely pointless not to clean house herself way earlier.
The only reason to even ask for Noya’s help was to keep alive as many magicians as possible for use in the “crisis” coming up later – simply because he’s powerful enough to subdue them without killing.

This whole test makes no sense none of the foriegners went into the desert to live alone for 3 years they don’t qualify all of the test maximize killing everyone but those guys and even then HOW IS THST HELPFUL TO THE TRIBES
