If he actually unites the tribes through diplomacy and alliances, it’s a great idea – even if he forces them to join him with some manipulation and bloodshed.
If he actually conquers the other tribes, he will be the one exploiting them and forcing them to conform to his tribe and new empire. They will need to be oppressed in order to accept such enforced rule, leaving them as second-class citizens. And the other tribes’ warriors will mostly die before they give up their freedom anyway, resulting in a much weakened collective army for the new empire. The foreigners will have a field day.
This is just what has happened historically over and over again. I provide as exhibit A the Roman conquest of Britain – perfect example.
The more independent the tribe, the more bloodshed and oppression is needed. Only by slowly devouring their culture and manipulating their politics can you easily oppress them.
