Yeah, nah. How very, very modern (and foolish) young Lord Ars is being here. A lord must be feared more than he needs to be loved.
1) Arrive with enough trouble to control the city, assuming that the existing garrison is actively working against you. Do NOT take the direct route to the castle. This is a show of force–it needs to be shown. These troops are strongly warned that the people of this town are now your subjects, and under your protection. They stay in the castle grounds until it is safe for them to move outside. You bring your own cooks. The town will of course bear the cost of feeding them. Entertainment is probably too delicate for these pages. Goal: make certain is it safe to sleep at night.
2) You retire about half of the garrison. Speak with the leadership and identify the older, most faithful 1/3rd. (Including sergeants.) These are retired with a solid pension. Identify the slackers. These are retired without pension, given a severe warning against banditry, and suggested that they do escort missions. Then ask if anyone wants to leave without penalty or pension. After that, announce a small raise. Goal: gain loyalty from the most prominent military faction. Handling the captain and the lieutenants will depend on their personalities, but they will be please to dump the slackers.
3) Have your men join the patrols. They will outnumber the old guard, probably 3-to-2. Their orders are to be deferential to the existing guard, but keep note and report any significant deviations from our custom. Ars will need to decide how to handle these. Goal: accustom the citizens to the presence of your soldiers.
4) If there are prisoners, announce a case review of each one according to our law. The goal is to mostly empty the prison, either by pardon, banishment, or execution. Make certain there are some of each (Fear & love).
5) Summon the leaders of the various guilds. After receiving their obeisance, announce a rebuild tax. They already expect it–it is best not to look weak by disappointing them. Make is last one year. Make it clear that the guilds WILL be held responsible for the misbehavior of their members.
