How is this guy able to reliably induce ‘power frenzy’ in people? Is it just as simple as him torturing them until their own desperation pushes them over the edge (as in, they try to push their powers beyond their current limits, only to lose control)? If not, then what is he doing?
Also, did he design these control collars – and how do they work, exactly? We can see that when he wants the frenzied supers to fight, the collar shocks them in order to make them agitated, so they’ll lash out. We can infer that it’s also able to make them docile, since he’s able to lead them around and stay in their presence without any apparent issues.
My first thought would be that the collars are injecting them with sedatives or the like, keeping them doped up so they won’t make trouble, and then literally shocking them out of the narcotic haze when it’s time for them to kill something.
