Okay.
I think this guy’s power isn’t really a ‘disintegration touch’. It’s more that he can inject energy into things he touches, then manipulate that energy remotely; his means of weaponizing it is to have the energy go wild, ripping apart the target from the inside.
However, he can also do things like move the energy around within the object currently housing it, and even make it transfer from one target to another via direct contact – which is what he did in order to defeat Chrome.
As far as a possible limitation, it seems like when the object containing the energy breaks apart, the energy spills out and dissipates. Tearing down the lab probably required him to expend a lot of his energy, which might be why he went for a subtler, more frugal tactic against Chrome than, say, pouring energy into the floor until she had nowhere left to run.
