Interesting.
For one thing, Justice’s power may be qualitatively different from other supers – instead of having a metaphorical MP bar that gets expended to fuel his powers, he has a bottomless reservoir that refills as quickly as it’s drained, or is so vast that the difference is academic. Of course, this is just the MC’s in-the-moment impression, so this might not be the case.
Regardless, Justice’s powerset is “big”. I’d guess that the limit he ran into before, where he’d lose his grip on the Justice-form, was because he didn’t account for that. He was trying to get water from his kitchen faucet, only for the water pressure to keep rising and rising the longer he let it run, until it’s blasting water all over his kitchen like a riot hose and he has to turn it off (drop the Justice-form, in this metaphor). Here, he starts out by only turning the tap a little bit, and only for a few seconds, so he gets a manageable amount of ‘water’ to work with. Now, against Caesar, I think he’s opening the tap wider, but making sure he’s ready to throttle the output once the water pressure starts rising past what’s comfortable.

Justice don’t have to worry about that but how is MC so sure it won’t be his own power problem? It’s a fraction of Justice power but MC even struggled to maintain that power last time, what does this time any different? So is his power just his mental capacity?
