Why not just tell them the plan. Ì like to hike around here so I know about the build site. Let’s look around the site for firefighting tools.(mabey spread them around the site instead of burying them)

There was prol a better way to prepare and not make yourself look so suspicious, but I guess this way is more efficient even if it makes you look like you had smn to do with the fire.

He should have figured out some way to have an excuse for those to be there. Maybe a cart he said he left there or something.
The masks could have been disguised as left by the construction crew maybe, cuz respirators have tons of uses for construction.
