Even if necromancer’s can only summon 1 every 30 minutes with the 1 hour limit it’s still infinite free manpower meaning the military can just gather a ton of necromancer’s and be able to make 100 soldiers to fight every 30 minutes or use them as meatshields to trigger mines they could have all kinds of uses
