See, his mistake is not telling the other kingdom that “oh noes!!! it will cost money to guard my border!!!” The moment he would have asked for money, is the moment they would have backed off.

One way of doing it. Let the rebels cross but if the soldiers follow suite and cross, it’s considered an invasion. As for them having a problem with Aegir gathering an army, it’s his territory and he has a right to do what he wants.
