why would anyone be a bounty hunter if you get paid but then their bounty transfers? so in turn they get hunted in return

The dude was 3rd rank with 3 years of penalty and only had like 85 million on him ? MC got like 5 million for taking out sub boss in tutorial.
Also these nightmares were moving around with no problems in the city. where are all the AI bots ?
Maybe there are the magic skill to be a bounty hunter like a special attribute so the penalty wont transfer over. As who will be a bounty hunter when you get penalty that wont let you in any shops or where ever in the city so how you will feed yourself and so on ?
