Confusion… doesn’t that mean, that glory city’s best defense during those crisis would have been to retreat to bunker tunnels and not fight? So the experts could take care of it?
Or… do they have a specific % of the population that has to die for them fo step in?
Isn’t that… not protecting them at all? 
Because any or all of their loved ones could be part of that %?
So he’s only metaphorically protecting them? (While only stopping demogod or above?)
