It’s weird – practically every evil organization and villain in this story has lofty goals (e.g. “save the world”) but due to their proposed solution (e.g. “kill just about everyone so the dragon has no one to kill”) they become evil.
And not just evil, but a twisted, vile, CARTOONISH evil that delights in causing pain and suffering. Which isn’t necessary – you can make a hard choice without also going out of your way to increase suffering. So this makes me think there’s something else going on, like the machinations of an evil god or demons running around in the background or something.
