I honestly thought the cool down is meant to reduce after levelling up….or isn’t that how rpg games work

yay, now if they encounter an enemy with a skill combo exploit that makes them invincible, they csn steal a key skill to make a hole in their defense.

Now he can get skills without killing but can also be used to weaken a tough enemy and then take the rest of their skills after killing them
