while some fishermen and poor people did become pirates, most of the famous pirates were either Royal or Corporation funded Privateers/official military officers who would have pirate disguises and flag to use if they came across ships flying flags they werent paid to protect/ignore. there were times that their raid resulted in huge profit and they would choose to rebel/be corrupt vs home country funding them, by storing the loot somewhere for their retirement fund before returning home, then trying to sneak back to retrieve the loot.
