Blonde is a retard. Better conditions of slums would mean less criminality. Yet she wants to elevate criminality by making gangs fight again.

Plot twist: Iron Roses mother was killed by nobles/royalty. Since they need to keep the slums down, to keep their power .
Chain goes like royalty>nobility>knights>citizens>slums inhabitants.
Which each below royalty blaming/using the classes below themselves. That way royalty never gets blamed and keeps their power.
