Not really how law and crime works, but sure, for the sake of this not really being important to the plot, I’ll allow it.

But I feel like I do still have to debunk this style of thinking. Let’s do this with Socratic-style questioning!

1. Slavery is already outlawed in the nation. Why does it still exist? Consider the possibility that it exists not because people haven’t tried hard enough, but because corruption and power are inseparable.
2. If you already know who is participating in the slave trade, then again, why does it still exist? The nation could have wiped it out long, long ago. It exists because people are rich and can afford to bribe inspectors and guards.
3. What makes you think it can’t come back again? You purge all slave traders in one year – what makes you think that new ones won’t take their place? Power vacuums will be filled unless you can continuously keep that vacuum in place. When there is demand, there will always be someone willing to provide supply.
4. What about the money? How can you afford to keep crime out? Nobles who pay for it will stop supporting you little by little. Enforcing the law intrinsically requires you to pay a lot of money – wages, information, equipment, etc. Where are you getting this from? Can you continue to do this? And can you afford to pay guards more than they would get from bribes?

All in all, crime is a very difficult thing to tackle because the cost-effectiveness just isn’t worth it. Even in the modern world, acts like smuggling still happen because cartels can always afford to bribe, say, 10 guards, for much more than their wages are worth.
