At this point I guess its safe to say he’s been a constellation the entire time, and probably the absolute strongest of them all. Probably sent himself down like this to permanently destroy or take over the tower and stop what is probably some giant interdimensional plan.
The sealing of memories and power, likely even the crappy starting condition of his body is all a cost he has to pay to descend to the world. the system is made by himself to guide him on his journey to recover and gain power.
