The empror is weird. If you just wanted to kill the corrupt king yoh didn’t have to conquer other states (source of enemies later).
Also if she hated the blond guy she could have put him in the dgerous north. Why put her sister there. Iff she so called ‘hate her getting scars’.
I know maybe to maintain the north you need a big army under you, and it’s better if her aister has it. But still.
Also they could have married (blond and sister), have 3 children, 1 to god, and other two for each duke title.
It seems she “loves” her sister, but doesn’t want her to marry, or have kids, or anything that could that her commitment to her only family the empror.
