My guess is the Empire had a working alliance with the Holy Staff country. But because of the MC’s movements, the loss of the Saint, and the clergy she wiped out, their command structure and logistics are badly weakened. Which also placed the Empire in a weakened position without the fighting forces of the Holy Staff country to support them. And with no Hero since the Maou has so far killed all he came across, that makes things even worse. The Magicraft country, or any other nation could possibly exploit this.
