The mangaka has no idea how plaster (/render) works.
It usually only reveals the stonework underneath after falling into disrepair.
It chalked it up to old buildings and poor inhabitants until now, but this is newly build.
And it serves a function. It prevents degradation of the stonework underneath. So unless you want to build a new wall, you better make sure the plaster (/render) stays put and intact.
The reason why they cannot communicate with the Empire is the lack of a sufficiently large reactor.
…. Since they can build a city and thousands of robots, how big should the reactor be?
