From what i remember in the GAIA explanation in like chapter 6 or something, if you gather too much attention or something GAIA will punish you via natural causes and whatnot. Like if you use magic in the middle of a mall many will notice and you’ll die seconds later. But if you were to be seen by a single person while youre flying you would probably just stub your toe while walking around a corner.
but then im guessing that this organisation is seen as a real religion so GAIA doesnt detect anything weird.
