Sure, in theiddle ages and if you don’t have access to clean water it maybe makes sense to cut.
As long as you can pull back the foreskin there is no problem what so ever to keep it. Might hurt a bit first time to pull it back but rather that then cut it off.
An adult should be free to do whatever they want with their own body so feel free to cut as much off as you want but doing it to a child is just simply child abuse.

In the Philippines they use a hammer and nail and make the children chew guava leaves. After the “thing” is done the chewed guava leaves is used for application….or somewhere they even throw the children to the sea to heal it.
