The thing is – Frey is only limited in handling Vampires, humans are entirely his domain – and he probably can unleash twice the power of strongest humn opponent without it breaking the laws of reality. Unless there is somebody on “near-trabscendend” level. But that person would be able to handle vampires easily, as those are clearly stated to not be “reality shattering level”.
So whol drama can only be explained by him holding back to allow others to grow
