Hes not dumb, hes logically arrogant. To listen to a brother who he had thought to be a drunkard all his life (technically was till heavenly demon came around) would be pretty dumb. Though he seen recent achievements, the actual roman never respected rodwell, his very own brother. And now his success to the throne was changed in a few years despite working his life and risking it on the battlefield. This is rodwells perspective of roman we are talking about, not the heavenly demon who now occupies the body.
