I think I finally understand the God of Death’s plan. He simply wants more people to die so he is trying to prolong war by evening out the sides again or even further than that. He will probably make another “Olivia” for the Empire’s side once their forces dwindle.
Regardless, he didn’t raise Olivia out of kindness, despite her attachment to him.
