Safe to assume her father’s human. So does that make her a Dhampir, or are Vampires in this story like some kind of recessive mutation?

I guess Vampires in this story are people with an extra magic organ given through life or that they were born with, giving them extra skills.
and that the futur enemies are all gonna be Vampires
