Ah… i see, the world is so peaceful and easy to live in… that S ranks arent needed to go out and fight… they can be public servants at a guild instead…
So then why make that evil guy stronger… 
Does a dragon need to breathe? Wind vaccum spells to suck air out of its location = it both suffocated & cant breathe fire (no air / oxygen to burn, maybe the chemical napalm fire might like from ‘reign of dragons’ movie)
Also, anyone to weak to hurt it, can still shine/reflect light in its eyes to help….
Have none of these authors read a RL historical battle novel? It is quite common in history to use reflective shields or polished SWORDS to reflect /aim a light attack. (Moshuko tensi has only 1 guy like that) or some cultivation ones i see someone use it as a special attack technique… (like everyone cant do it…)
