I know exactly that the old man would be the “boss”. If lich or angel be on the top, there would be a discrimination since one of them has to work “under” the one that on the top. The only way to build a “country system” in that gate is making two cabinet (lich team and angel team) with democracy method. Every opinion need to have both side agreement. But well, the writer put the old man as administrator, i think it’s a great choice since the old man has no problem with both side. (human is better)
