Elle’s lore is that of an angel who has descended as a sword. and the first at that. so Michael is also an angel that may or may not have descended as a sword.
it would make sense for him to also have descended with a ritual made by the vatican, they then made him forget his identity for easier control.
I imagine that for an angel to descend, they need a medium. a sword for Elle so maybe Michael used a body or something else to do it thus how they are different in powerscale.
