Hes not in the sphere around Estlas mom, so the memory wipe would not affect him. Its unclear how he got the info, I am guessing the records in the Imperial Library may focus more on things dealing with the empire, history, tactics, and things important to protect and defend the empire with. So having a ton of info on a reclusive tribe is not of hyper importance.
