Oh, so magic that is not bloodline magic exists, then how did the MC allow himself to almost be killed if general purpose magic exists? Did they not teach him to use it? Perhaps that’s the case… they look down on normal magic so much and excessively glorify bloodline magic that they don’t even bother teaching it.
That said, there was a sniper, huh? So it was a planned assassination, huh??? So SOMEONE GOTTA PAY FOR THIS!

Yeah, confusing here. So everybody has bloodline magic? Thought that was noble privilege.
And WTF the sniper? The kid ran off the streets but there was a sniper in place? They waited for him ?
