Why wouldn’t he want her to have magic? The world has ended and she has the potential to be extremely powerful but doesn’t want to? She will be safest with power
Like mc didnt regress 25 years back and think his daughter will always stay 10 years old or something. She will need to take blood or lives in the future anyways as there is no getting away from it when the world is going in the direction of ending. By not giving her all that she needs is just limiting her lifespan.

I will give this until chapter 10, but this is pretty trash. It’s a shameless ripoff of omniscient reader and solo leveling, combining the most memorable features yet ending up more boring and forgettable than both
