Midou’s problem doesn’t in his strength, provided he can grow over time.
It’s more about those Humans using them recklessly without giving them that time. Only the commander working with them is currently seeing them as fellow people and genuinely caring for them. The others are just as trashy as the Demons and only drunk on power, using the kids as disposable pawns.
Also, Midou is coming back from his white knight complex (it’s a typical psychopathy) thanks to Shinjou’s lecturing but not complteley done yet, probably still overestimating himself.
So he needs time both to grow his strength and skills, and to mature mentally and learn to refuse to be a toy in the hands of those dirty politicians.
This is the only problem of him its not his fault it's their fault it's a team fight to begin with even my Lad needed Mayr to fight a demon general they did not summon 1 but the whole class to begin with this is what he said if they cant utilize their strength they won’t win
Also for someone who basically has the hero title both figuratively and literally, he sure is weak asf.
