Honestly every time I see a character with lightning magic I think about a railgun. The lightning itself is the hardest part of a railgun, you know? The rails and a slug to shoot are simpler than a crossbow.
I guess the whole point of guns in the world of magic would be in its ability to use pre-made ammunition. And he is missing that part. If you create and push the bullet purely by your magic right now there is no point in holding an actual gun – it’s just a mere decoration.

if he can use a gun, he should know how to clean it which is the basic of basics as you don’t want a jam on a hit,
as an assassin there is no way he doesn’t know about bullets or how they work as he’d have to know several types of rounds/loads to use on a job, like how much powder used to so it doesn’t make a load bang without a silencer using half loads, then bullet types,
also, illegal things like cutting crosses into the bullet tips (doing that is illegal in real wars), as they go in then split and tumble inside the body doing more internal damage and a bigger exit hole or making hollow points with poison tips 
a bullet only has four parts, a brass case, percussion cap, gun powder and lead or other metal bullet
I’m confused why he hasn’t found a dwarf yet to make real bullets on top of the mana ones he’s made

If he can create bullets out of thin air, then he may as well imagine a missile.
