The arrangements were made when he’d been there for at least two years, I’d assume. That would explain it a lot better. 
For anyone who comes after me and sees the comments below. It has not been 3 years since Tia’s regression. The 3 years the characters are talking about is the last time Cedric was in the north. In between that time and he was leading the armies in the west and for the past 3-4ish months has been in the capital where he met Tia.
I have no idea where someone is getting 3 years. It’s only been a few months since she went back in time to her 18th birthday. it took a couple months before the got married, and they traveled for a month at sea. So yeah… she’s still just 18 and a few months old.
the time line of this manga is so broken. the contractual marrage is for 2 years but costumesbooks said its been 3 years. WTF? did it take them like 2 years to get married or something? but it definatly doesnt feel like its been that long at all.

In terms of manhua, a 9 year age gap is the largest I’ve seen in regular humans (Not counting dragons or mages or other races.) Before this, the biggest age gap I saw was in “I’m a child of this house” at 7 years. That was still a gap I’d consider going for myself, but 9 is too much for me…
