Mc should start challenging C rank dungeons now. Although it may be dangerous, if mc seeks strength he should challenge harder dungeons that give more exp in both points and combat wise.

I’ve soloed hell level 16 as a magic type in Diablo and have seen some magic types solo even higher levels, and I usually play a magic type in Path of Exile, so I have no idea what the author was thinking.
