My guess is the tower’s the device Nea was mentioning, if mana can be generated through prayer or intense enough thought/focus then it’d be the perfect resevoir as a symbol of the nation’s faith. Why the souls are imprisoned is another matter entirely of course, but it does start to lay the groundwork of something pretty ugly happening behind the scenes.
