By increasing taxes there’s less money left over by the common people to spend on fun things and thus less money left over for the corrupt to skim from the common people’s fun things fund.
With the increased taxes you can put that money towards things that increase the quality of the common peoples lives regardless of how much or little taxes they can afford to pay.
Perhaps eventually a surprise tax free year, the common people will revolt against the corrupt if they learn they should have had a tax free year and were taxed anyways, giving a casus belli to stand with the common people against those that thwart your vision.
