It’s the typically brain damaged world. Have a massive world wide magic circle system to find people who awaken as mage and then have the 3 academies that is totally waste of space as 2 for nobles. Like why they need this massive system to find awakeners when they have these nobles who would do their own testing anyways and have their methods. So they send all the losers who have the talent only as a family name to these top academies. Never mind that they send out professors to find the new awakeners and the trip can take a week or longer to reach these new kids.
So cause of the noble system they send the once in a 100 to 1000 years genius to the lowest resource academy where the professors mostly are losers too.
