An obvious translation error.
The text should say something along the lines:
“Have they used the words »Cheater« and the other that the king didn’t understand because they mistook him as a player?”
Obviously the MC here wonders that if that NPC acted so life like that other players thought he was a player too.

Pretty sure the bow requires a level of familiarity with the NPC to qualify for lending strength. Like the monk dragon lady bent the game rules giving him a single use summon to bring her out of the Loong kingdom. She really likes the MC to go against her by the book ai programming in that way; so she is able to strengthen. The random green dragons got 1 meal not much to connect with MC as deep friends so no bow strengthening. Dunno though
