For those who are wondering what’s the meaning of “shackle” mentioned by floor administrator. That’s about Baam identity as an Irregular and it’s connection with his capability of manipulating shinsoo. Being an Irregular means you have no limitation (throw back few chapter earlier about being an Irregular make a person doesn’t restricted by the rules of tower) , or at least in this context do not need to make a contract with administrator to use shinsoo. That’s why admin said it is no more about power but a shackle, since made a contract means Baam will has a limitation for the amount of shinsoo he can control
