So the way I see it, Zahad is the first to fully climb the tower and took over from the previous owner/king. The ranking tests are to determine any threat to his administration of the tower.(coming from Irregulars) That’s why he doesn’t allow his “Princesses” to breed, to stop any threat to him. Anyone born within the tower is subject to its rules, which irregulars aren’t, explaining why they have immense power and control of Shinso(? Spelled wrong I think, but I’m not checking it to be sure). Baam is possibly a distant relation of one of his princesses or Zahad himself, though that’s not likely..
I love this manhwa’s world building and character development!

That fluffy tuffy mentioned about Yu Hansung declined an offer to be a High Ranker. Just in case you’re confused, Ranker is ranked(?) by their power in Tower. There are 2 different title called Advanced Ranker and High Ranker. Advanced Ranker is likely top 10.000, besides High Ranker is likely top 1000. Remember Evan Edrock? The Guide of Yuri Zahard (the princess that lend Baam Black March) team, that midget dude is High Ranker, and on top of that he is in the top 100 😌
