A Marquis is the same rank as a Count but slightly higher authority with a bigger military so often considered as a higher rank. It is a Count (or Earl) in charge of a March which is what they called their borders. March is where they got the term Marquis and County is where they got the term Count. So the family he stole the dragon from was technically one higher rank then his own family but functionally the same rank.
